What Is The Eco Flex Scheme
The ECO Flex scheme helps people who don’t meet ECO4’s strict requirements. It helps people from low-income families who still have trouble paying their heating bills, even though they don’t receive any of ECO4’s qualifying benefits. ECO Flex makes it possible for more people to get help, to make their homes more energy-efficient.

Am I eligible for ECO Flex funding?
If you do not receive any of the ECO4 qualifying benefits but you are still living in a low-income household (less than £31,000 per annum) and living in fuel poverty (spending more than 10% of your household income on heating) you may still qualify for measures via the ECO Flex scheme. There are a number of routes to determine your eligibility for this support.
Annual income
The income route focuses on gross annual income.
Families are eligible if their total yearly income is below £31,000 (combined income, excluding children under 18 who are in full-time school.) Some of the evidence required will include recent bank accounts for all adults, tax returns if self-employed, recent payslips and letters confirming pension awards. Renters will also need their tenancy agreement and permission from the landlord.
Illness
This ECO Flex route decides who is eligible based on qualifying health conditions such as heart disease, lung disease, reduced mobility, and disorders that weaken the immune system.
To apply this way, people must send an NHS healthcare worker letter, which must be signed by a GP and authenticated.
Other supporting documentation includes a council flex application with a wet signature, an NHS referral form or customer consent form, a picture ID, a council tax bill, a data declaration form, an Energy Performance Certificate (EPR), and proof that you own your property. A tenancy agreement and permission from the landlord must also be shown for rented homes.

What is the ECO Flex Scheme?
The ECO4 Flex scheme is essentially an ‘add-on’ to the main ECO4 program. It was created for families that don’t meet the standard ECO4 eligibility requirements.
This program enables Local Authorities to expand the number of those who can apply, so they can make energy efficiency changes that fit the needs of their specific region.
Energy suppliers don’t have to join ECO 4 Flex, but if they do, they can meet up to 50% of their ECO obligations.
ECO Flex encourages suppliers, local governments, and households to work together to make sure that more people can live in warmer, more energy-efficient homes, helping even more people get out of fuel poverty.
Who pays for the ECO Flex scheme?
The ECO Flex plan is paid for by energy companies as part of their duty to help vulnerable and low-income households.
Energy companies assess each home to see what repairs need to be done, and then decide how much money to offer for those repairs. This programme gives most of the money for energy-saving upgrades like insulation, heating upgrades, and more.
However, your energy provider may also offer other improvements that could make your home even more energy-efficient. In this case, homeowners may have to pay some of the costs for these extra improvements.
